Vancouver's Equitable Development planners will brief the Planning Commission on Oct. 13 about Fruit Valley for All, the city's effort to rewrite the 2010 blueprint for a small, historically low-income residential pocket hemmed in by industrial zoning, BNSF rail lines and the Port of Vancouver.
