Bellevue has opened the hunt for a progressive design-builder to turn the former Eastgate Landfill and Bellevue Airfield site into a 28-acre community park, and the same contract could eventually deliver a regional aquatic center that the city pegs at $163 million but has not yet figured out how to pay for.
