Sound Transit secured a pivotal federal clearance for its 16-mile Everett Link light rail extension when the Federal Transit Administration signed off on the project's draft environmental impact statement on Aug. 28, positioning the agency to publish the document Sept. 18 and reopen a corridor set to reshape development from Lynnwood to downtown Everett.
