Costco Wholesale has filed a formal application with the city of Tumwater to build a 166,157-square-foot membership warehouse alongside a 20-dispenser fuel station and car wash near Interstate 5, positioning the retailer to relocate its aging Littlerock Road store to a larger, freeway-adjacent site.
